It seems apparent that Beth and Jug got involved in the politics in a foreign country, because she (and Jug) had decided early on that Joran and the Kalpoes were guilty and in the absence of evidence, a frame-up would serve justice (what they believed would be justice) just fine. They knew that they needed a change in power to people who would process their bogus information without questioning its authenticity.
Evidently, the operating theory was that after the election, cronies of Jossy would be running the police department and the prosecution (although the prosecutors are appointed by the Dutch, perhaps those appointments could be influenced by a new power structure) and they would then accept the falsified "evidence" and be able to prosecute Joran and the Kalpoes. In a court of law, corroboration is needed often to prove intent or culpability. Two pieces of evidence are generally needed to show that the one was not a fluke, a coincidence, something which could be interpreted wrongly. So, I think they were attempting to get two incriminating pieces for use by a new corrupt administration for presentation in a trial. Plus, after the election, lots more such, "evidence" would probably appear.
But, the cruel irony for them is that now we have two pieces of inculpating evidence (the same two they would have used) that Beth and Jug were part of a well planned scheme with Jossy (and subsequently involving Skeeters) to manufacture evidence and to frame Joran and the Kalpoes and most likely Paulus as well.
Consider these:
a). The bogus Joran "confession"documents, where, purportedly, Joran describes raping and killing Natalee at his apartment. Documents, which curiously, have been kept secret from any authorities. These are all documents provided by Jossy, we can assume, based on Eduardo's admission concerning the provenance of the highly tauted first "confession" (saying Deepak "did it") These documents were not shared with the police, evidently waiting until after the election.
b) The bogus Deepak "confession" Skeeters interview, which was not turned over to the police, but aired curiously on an internationally broadcast TV show with the announcement that it would be turned over to the police, after the election.
I am convinced that Beth and Jug are sincere in their belief regarding the guilt of the three guys. However, I believe that they made a decision to use any means necessary to get them charged and convicted. The method they chose to accomplish this? It was using multiple fabricated confessions (Joran and then Deepak), as well as making unrelenting, unfounded accusations in the media. I think they purposely decided that even violating the divine principle not to "bear false witness" was excusable, because it would serve the greater good of bringing the guilty to justice.
